New BUG? After upgrading to 1.3.00.30866 camera not working

We are also experiencing the exact same issue with this version, which is still the automatic update version being deployed.
We also get some of our users reporting that trying to use the camera crashes Teams completely, and they have to open it again to join audio calls only.
The only way we can get our users working again, is to direct them to the current version on the main Teams download site, which is 1.3.00.28779 and then their camera is working again.
I'm also having webcam issues after the update to Teams Version 1.3.00.30866 (64 bit). In my case no cameras are available in the Devices drop-down. It does list the microphone on the webcam for audio, and that works fine. Downgrading to Teams Version 1.3.00.28779 (64 bit) restores video support, so it's definitely a change as part of the most recent update.
The Camera app in Windows 10 (v1909) has always worked fine with the same webcam, but I've never been able to get it to work with Skype -- it doesn't show it as an available video device either. If the new Teams version is sharing more code with Skype it could explain it. The device seems to be getting filtered out for some reason.
My webcam is a cheap device bought from Amazon. It has a friendly name of "USB CAMERA" and a hardware ID of USB\VID_1224&PID_2A25&REV_0100&MI_00. It uses the standard Windows USB camera driver (usbvideo.sys), and worked as soon as I plugged it in. USBDeview shows USB class 0E, USB SubClass 03, USB Protocol 00. I don't think I can see a raw USB descriptor to paste here, but can look into that if it might help.
