New Activity Only - No Notifications or Banners

I've had a user having this same issue and I can't figure it out. I had the user log into Teams on my computer and it worked fine so it's PC related. What's odd, even Teams browser notifications don't work when using the web client. I haven't had a chance to go back and try to figure out more, but it was driving me crazy. Turned off AV etc. Outlook notifications and slack notifications worked, but for whatever reason Teams seemed to be suppressed on the PC.
