MS Teams phone number per country

Hi,

I tried to call local MS Teams phone number (Croatia) to access a meeting with a ID that was created in Poland but the "answering machine" said the meeting was not found. After I called the Poland phone number, the same meeting ID was found and I successfully connected.

Is this by design or am I missing something?
