Hi, I think this might be a bug of some sort. Have you tried to change the file type to see if it's really only a JPEG or does the new file association make it "playable"?
Are you still on Stream for storage? Or only using Azure for 21-days download? (not licensed) or have you opted in to the new storage location OneDrive/SharePoint?

If the behavior doesn't get sorted by restarting/signing out from Teams, as there are many users experiencing this, you should raise an official support ticket.
