I guess the file was shared using OneDrive as you mentioned it.
I tested and you are right, Open in, Download and Copy Link are the options available.
What I did to stop sharing the file was go to the users OneDrive and stop sharing that file and then, make the user delete the message that shares the file in the meeting.
