Manage Teams without Teams Services Administrator role
Is there any other role available in Microsoft Teams that allows an administrator to manage Teams. Actions like viewing all Teams, changing Teams membership. At the moment, Global Administrators and ...

It depends on the management tasks. Thanks...jcgonzalezmartin . User admin role provides no access to Teams Admin Center. This means in order to change any Teams properties or to even view all Teams, user needs Teams Services Admin. A user can only manage Office 365 group properties using User Admin role.
