- Keep in mind for external federated chat or external chat, the endpoints will always go to Skype for Business unless the endpoint is in Teams only.

The user is the same organization but not installed Teams client only Skype for Business client.
- Then that user should be set to Skype only in order to interop if they aren’t using teams.
