How to restrict same user to join same meeting from multiple devices

You use standard security practices. If another user uses another account, then both users should be penalized for it. There should be no instance in which anyone else knows another user's password.
And before anyone add any "but......" The best time to learn this is when you are young.
Public or shared passwords are a really bad thing, at any age.
