i hope you found the solution, sake of others Teams AA with MSTeam Resource Account is behave like incoming only with this license. When you required forward from one attendant to another via Service number you need domestic plan assign meaning enabled to dial outgoing.
However, if your Menu option going another AA, from AA01 > AA02 not using external forward via Service number this should work with MS Teams Resource Account License
