Flow to send email to Teams Subchannel ONLY

Hello All!

I have two reports I need emailed out to clients on a regular basis. One report is sent to clients and contains sensitive financial information. The other report is sent to clients and their associates. The files are currently uploaded into a Teams channel and subchannel with the subchannel housing the report containing sensitive financial information. 

Client #1 Team

General Subfolder - Everyone has access

Private Subfolder - Only client has access

I am trying to automate this process with a flow. I've been successful sending an email to the entire Team when a file is uploaded to the General Team Folder but am struggling to find a way to automate an email to only those members who have access to the Private Subfolder. 

Is this something that's even possible?
