Private chat can be disabled in the messaging policy in the Teams admin centre - however this is for all private chats - 1:1 and group private chats.

Microsoft support is only PRO at creating new user voice platform every 2~3 years, hopefully we can breathe until day coming, policy to block group chat and enable 1:1 chat, maybe at year 2040 or 2050
