I just received a notification that ChrisHoardMVP accepted adam deltingers answer as a solution.
I don't know how this Microsoft Tech Community works, but I think it odd that somebody else should (or could) accept as a solution a reply that does not answer my question.
It is fair that Adam don't know how to change where Teams stores its files - I don't either - and it's fair that I can vote for adding a functionality to let this be configurable in Uservioice.
None of this provides an answer to my question though, and I would think it most appropriate to let it stand unanswered?

These two folders are by design - that was what Adam is saying. If you wanted to see this changed and consolidated into a single folder - what you call clutter, the way to effect functionality change in Teams is to submit a uservoice. The uservoice gets voted on and that is reviewed by the product team. Obviously, there are thousands of uservoices, but uservoice has brought about - amongst other things - private channels, multi-window, app policies, and a whole lot of other functionality.
The correct response here in this string is to raise a uservoice to effect change. I agree with you would be better through a single folder.
In terms of who can accept the right answer. Within the Tech Community, this is the person who raises the questions, or MVP's and Administrators can do this too.
Hope that makes sense. Adam recommended the right course of action in this case.
