An alternative is utilizing Tags, but the person starting the chat has to be a member in both Teams. If everyone in each Team has a tag assigned, you can start a group chat with those tags, and everyone will be added to the chats by the tags.
Doing a group chat is a one time thing thou, once it's used they can keep using it.
If those groups will be working together, might make sense to create private Teams with the different groups together.
