calls and meeting are unavailable due to an error,try restarting Teams or talk to your admin
We have issue on Teams both client & Web
Receiving this error "calls and meeting are unavailable due to an error,try restarting Teams or talk to your admin"
- can help you regarding this problem
since it works fine in the web app, then there is no problem in your account or permissions, it lays in the app.
You might want to clear the Teams app cache as well, a normal uninstall do not delete all the leftovers and cache/
The steps are mentioned by a Microsoft Agent college in another post, please test them and let us know if this helps:

I already deleted files from Teams cache folder , still same issue
I was able to find the root cause of this issue.This was due to Citrix HDX component for Teams
