Have you tried it with Powershell after creating the policy in the TAC? See article

It would be using both the Grant-CsTeamsAppSetupPolicy and Grant-CsTeamsAppPermissionPolicy with the powershell reference in the first article.
We have previously seen things take 24 - 48 hours if implemented via the TAC. Creation of Teams springs to mind.

Jul 26, 2019Hi ChrisHoardMVP, thanks for your help. I executed those commands. Let's see how long it takes to apply them. I noticed that for one user a app setup policy that was applied about 30 hours ago via the TAC became effective but not for others. I think we can stop here.
