What is Microsoft's relationship to coursera?
I have sent multiple requests in to coursera, to get clarification and resolution for my concerns, and have been totally ignored.

So what exactly is your issue?

When you look at the courses on Coursera, they all appear to be the courses available for free on Microsoft Learn
From the link you supplied, it is a Microsoft Learn module and at the bottom of the page are two links 1) Troubleshooting https://docs.microsoft.com/en-us/learn/support/troubleshooting and 2) Report feedback and this allows you to raise an issue. Julian_Sharp I appreciate the information regarding the linkage between Coursera and Microsoft. If I understand you correctly, Coursera (with the monthly fee), gets you the sandbox, that saves you the cost of the resources that would be charged to you, in the same Microsoft free course. Especially if you keep trying again and again to get the work done.
I have used the troubleshooting links, in both Coursera, and Microsoft, to no avail. Whether direct from Microsoft, or through Coursera, the fact that I cannot get help to get through the problem that I am having, does not (to me), give great credibility to the quality of the courses.

Having looked at the lab, I can follow your confusion - the VS Code in the Cloud Shell is limited
- F5 does not start debugging
- npm start errors
It looks like the steps were written for running on your local computer
The code steps you should perform on your local computer and the Azure create resource steps you can use the Cloud Shell
Later in the lab you will connect to the Concierge subscription in VS Code
