Microsoft Forms Ownership Transfer Redirects to DesignPagev2.aspx Instead of Loading Delegate Page

Microsoft documents that Forms owned by a disabled, not-deleted account can be transferred without the 30-day limit. The redirect to DesignPagev2 is not expected if you are signed in as an Office Applications Administrator with a Forms license. Use a private window, sign in only with that administrator account, and open the delegate URL with the former owner’s UPN. If it redirects again, substitute the Microsoft Entra object ID. Confirm the owner is blocked from sign-in, not still active with a Forms license, and not hard-deleted. Do not hard-delete the account as a workaround; forms owned by a hard-deleted account are unrecoverable. If the delegate page opens, move each form to a Microsoft 365 group, because the supported target is a group rather than another individual. If both identifiers redirect, open a Microsoft 365 admin support case and include the redirect chain, tenant ID, owner ID, and UTC test time.
