HEIC codec is not working with Windows 11

If those same HEIC files open fine on other PCs, look at the HEIF extension/Photos app on this particular laptop rather than the files themselves.
Maybe try resetting the Photos app and the HEIF Image Extensions first. Also, it might be worth copying one HEIC file to the laptop and opening it locally instead of from Teams/shared drive, just to rule out the file location as the cause.
