HEIC codec is not working with Windows 11

The cleaner fix is to repair or reset the Photos app, update Microsoft Store apps, and install or redeploy the HEIF Image Extensions and HEVC extension properly. If this is a managed business device, deploy the required extension through Company Portal, Intune, or your normal software deployment method. Also test whether the HEIC file opens in Photos, Paint, and the browser, because that helps confirm whether the issue is the codec itself or only one application.
