Scheduling interviews - Maximum # of attendees

Recently I used Bookings to set up interviews.  I wanted only one candidate to be able to grab a time slot.  In Services the maximum # of attendees per event was set at 1 but somehow multiple candidates were able to grab the same date and time.  What am I doing wrong?
