How can I appear "busy" to external users during a date range in Bookings?

MicrosoftThere is no option to have different availability settings for internal vs external users in Bookings today. Both uses same free/busy info today.
One alternate I can think of is having two different Bookings service corresponding to internal and external users and have the availability configured accordingly.
