Problems with Outlook - Items Stuck on Outbox and Missing Send Again Feature

I'm using the fast insider version of Outlook for Mac  16.34.

When I switched to the "New Outlook", some messages became stuck in the Outbox for no apparent reasons while others sent fine.

Also there is no feature to "Send (an Email) Again.   I had to switch back.
