Handwritten journal entries converted to text

Hello, I have many handwritten journal entries from my mother and would like to convert them to text. Can Microsoft 365 do that? Do I scan the journal pages into pdfs? jpgs? I thought maybe OneNote could do this but I cannot figure it out. Any suggestions?

If not Microsoft 365, does anyone recommend a service or app that would do the trick?
