Will Microsoft Copilot Dashboard on Viva Insights show statistics?

I'm seeing this notification from the dashboard: "Not enough activity data from the past 28 days to show all insights.". I understand this because we only rolled out Copilot 16 days ago. But I've read also that "you'll only see aggregated insights when there are more than 25 active users, and when the number of Copilot users meets or exceeds the minimum group size set by your organization." [1]

So, I'm wondering if we will see stats after 28 days even if we do not have more than 25 active users with Copilot for Microsoft 365 license?
