If this is regarding Copilot for Microsoft 365, I recommend minimally this reading : https://learn.microsoft.com/en-us/training/modules/implement-microsoft-365-copilot/. 

At least, for now, your organisation needs at least :

• 500 Microsoft 365 E3 or E5 licences
• 300 Copilot for Microsoft 365 licences

Implementing Copilot is not a on/off switch, I recommend the following readings :
