We have a few users who has M365 Copilot preview. It works for them in Outlook, mobile, etc. Recently we have pushed Windows 11 23H2, also set policy to allow Windows Copilot. But it is not appearing...
I think this is a phased deployment, which means that this functionality will be deployed over time. As long as the device is compliant and has the pre-reqs it should get implemented over time.
