I have exactly the same issue on MacOS.
I have a Mac with Microsoft Outlook version 16.103.4 opens the Copilot chat on the sidebar and everything is working.
In another Mac with updated MS Outlook, Copilot stopped working since around November update.
Of course at the Outlook on the Web Copilot is working perfect, so no license issue.
Very bad experience
Finally MacOS Outlook version 16.106 (26020821) fixed the issue, I hope it won't break again and take MONTHS to get fixed!
