Disable Agent Creation for Select Users
When will we be able to allow declarative agent use but disable creation for some users? We want only selected users to be able to create agents. We currently have not way to restrict this. If users can use agents, then they get the Create and agent option.

Garth_Ries Since declarative agents can be built with a few tools, are you trying this with Copilot Studio? If so, you have two options:
- Use the Power Platform Admin Center to define the makers.
- New PowerPlatform Admin Center --> Manage --> Tenant setting --> "Copilot Studio authors (preview)
- New PowerPlatform Admin Center --> Manage --> Tenant setting --> "Copilot Studio authors (preview)
- Use the free Copilot Studio user license, which is available at no additional cost when you purchase Copilot Studio licenses and assign the license to the users who should create Copilot Studio Agents.
- Use the Power Platform Admin Center to define the makers.
Hi, Garth_Ries currently there's no built-in way to restrict agent creation while allowing usage in Copilot Studio. Microsoft is working on more granular role-based access controls. For now, you can manage access via environment permissions or custom security roles in Power Platform. Keep an eye on roadmap updates for native support.
Hi - I'm interested in whether there has been any progress on solving for the original desired scenario Garth_Ries documented in this thread: having the ability to allow users usage of Copilot agents while restricting their ability to create agents. You mentioned in this thread that Microsoft is working on more granular role-based access controls but I am unable to find anything on the publicly available Copilot roadmap that would light up this scenario. Any new information on this?
Hi, this information is not accurate. There is a built-in way to restrict agent creation while still allowing usage in Copilot Studio. Please refer to the latest documentation for details
So far we have been unsuccessful in preventing agent creation while enabling use. We have setup a test tenant and followed the prescribed steps without any luck. We are following up with Microsoft. Very frustrating.
