Disable Agent Creation for Select Users
Hi, Garth_Ries currently there's no built-in way to restrict agent creation while allowing usage in Copilot Studio. Microsoft is working on more granular role-based access controls. For now, you can manage access via environment permissions or custom security roles in Power Platform. Keep an eye on roadmap updates for native support.
Hi - I'm interested in whether there has been any progress on solving for the original desired scenario Garth_Ries documented in this thread: having the ability to allow users usage of Copilot agents while restricting their ability to create agents. You mentioned in this thread that Microsoft is working on more granular role-based access controls but I am unable to find anything on the publicly available Copilot roadmap that would light up this scenario. Any new information on this?
Hi, this information is not accurate. There is a built-in way to restrict agent creation while still allowing usage in Copilot Studio. Please refer to the latest documentation for details

We are reviewing the documentation around agent governance, and we are specifically looking to restrict users from creating agents, but we have not found said built-in method.

To be honest, things have changed since 2025. However, in general, end users do not need access to Copilot Studio. Only makers require this access. Users interact with an agent through a channel such as Microsoft Teams.
The key difference, and just to clarify, is this: Are we referring to Copilot Studio or Agent Builder agents? This is not entirely clear from the thread what you want to restrict.. 😁
So far we have been unsuccessful in preventing agent creation while enabling use. We have setup a test tenant and followed the prescribed steps without any luck. We are following up with Microsoft. Very frustrating.
Which method did you use—through the license settings or the Power Platform Admin Center? Do those users you have tested with have a Microsoft 365 Copilot license assigned?
