Not sure on the hallucinations there. However, the Copilot chat pane in Outlook is not distinct to Outlook. It is rather another access point to M365 Chat (Copilot with graph grounding chat). So it functions like that vs say Copilot in Word or PPT where it can work directly in your document or slide deck (or in this case your inbox or calendar). I asked about this integration in the Copilot in Outlook AMA and Microsoft team said they are working on it.
