Copilot Chat button in office 365

So microsoft released this function in september,

Copilot Chat comes to the Microsoft 365 apps | Microsoft Community Hub

Even I am admin and have this activated in tenant, the chat button does not appear anywhere. Not in desktop apps or web apps
All users have E5 license. Is this only working for US ? - as I am based in Europe.  But as the setting is in the tenant I guess this should also work.
