Hi szq2014, both answers can be partly right depending on which Phi model and deployment path you mean. Microsoft does support LoRA in some Phi-related scenarios, such as Phi Silica and fine-tuning paths in Azure/Foundry, but that does not automatically mean every Phi model or local runtime supports it. I would check the exact model card and Microsoft documentation for that variant
