Same issue here. M365 2403. Have opened a MS case and let you know about the outcome.
MS told me that It's a known issue https://support.microsoft.com/en-us/office/outlook-desktop-me-control-account-manager-does-not-sign-in-for-on-premise-users-running-in-a-hybrid-environment-da89109d-acf6-4727-a68c-eef2091df139
