What does this "Sign In" button log me into?

Did anybody find any info yet on this highly confusing button?
Where is Microsoft?
This is my (Dutch) Outlook 2016:
I cannot help thinking Microsoft is forcing all to their online services, and just wreck all on premises solutions.

Unfortunately not... The button is still there, but not for every user. We have not been able to find the reason for this and no response from Microsoft yet.
They doesn't seem to care that some companies can't simply switch to the cloud.
Maybe someone else found a way to hide/remove the button in the meantime?
