Unable to open notebooks in OneNote for Windows 10

For almost two years, OneNote for Windows 10 does not allow me to open any notebooks.

Steps to reproduce:

1. Open OneNote for Windows 10

2. Click on one of the notebooks

3. Click "More notebooks..." at the bottom

A new "window" appears, with a search and a list that never populates. There is a spinning animation and underneath it text that says "Loading notebooks..." that just spins forever and nothing happens. The search doesn't return anythin I put in it.

This is across two devices, and multiple different versions (?) – it has never let me open a notebook in a simple, traditional way.

The way I have had to do it is by going through a browser, and opening a notebook from there.

OneNote 2016 is working fine.
