OneNote Sync issue

One of my office365 user is facing issue with onenote, his onenote is not syncing, the user is getting the below message.
OneNote can't connect to the network, we will try sync your notes when the network is available
The user doesn't have any issue with one drive or outlook or owa. experts guide me on this
Your notebook is most likely stored on OneDrive, SharePoint or a local network location. When OneNote can't access these locations, it could be because of any of the following reasons:
- You may be experiencing intermittent, temporary network or server connectivity issues. Wait a few minutes and try syncing your notebooks manually. You can do this by pressing SHIFT+F9 or clicking the Sync Nowbutton in the Notebook Sync Status dialog box.
- The server where your notebooks are stored has gone offline temporarily. If you’re syncing to a SharePoint site or a local network share in your organization, someone may have turned the machine off or taken it down for maintenance. Check to see if you can access the root address of the server to verify the outage, or talk to your SharePoint or IT administrator to confirm or report the issue.
- Your notebook no longer exists at the network location. This could happen if you (or someone else with permissions to your notebook) deleted the notebook file from the server. If your notebook is stored on OneDrive for business, go to the OneDrive home page, log in (if prompted), and then check to see if your notebook still exists. If you’re unsure about where your notebook is stored, go to File > Info in OneNote 2013 to find the address of your notebook.

Hello,
I have a OneNote section that is accessible and fully editable on my iPhone, but it will not sync to the cloud. The section is completely absent from OneNote for the web and my desktop OneNote. Other notebooks sync normally, and I created a new section in another notebook that synced successfully, so this is isolated to this notebook/section.
The affected section is password-protected, but I know the password and can unlock and edit every page normally. I originally attempted to remove the password, but OneNote said the section needed to sync first.
I have tried Sync Now, leaving OneNote open, refreshing, and copying the entire section to another notebook. The copy operation also hangs/buffers. I also created a new section inside the affected notebook, and that new section does not sync either.
The affected pages show "No additional text" underneath their titles in the page list even though the pages contain substantial typed text. I can still edit all of that text normally on the iPhone.
I need to recover/preserve the unsynchronized local content. I do NOT want to sign out, uninstall OneNote, close the notebook, delete the section, or otherwise discard the local copy until the unsynchronized content has been preserved.
Error previously shown: 0xE00006449zu13.
Please help with this! I reached out to Microsoft support before and was directed here. If this is a corrupted file, how can I recover?
