One Note note taking iPad w/iPen

Greetings.

IPad 6th Generation

 

Occurrence
When i am writing notes w/ iPen and drag & drop a pic from a browser onto the current page. 

When i then continue to write or mark up the page with iPen and then attempt to highlight and move the pic i cannot isolate the pic for movement without closing One Note and then reopening. Am i doing something incorrectly?
