Class Notebooks created in Teams

We are having serious issues with notebooks created in Teams, students now have the permission to edit content in the content library, co-teachers can not distribute pages across class notebooks(some class notebooks do not show in the list over notebooks). 

 

I have googled, clicked and looked for anything that could give me a clue of why it is like this, but cannot find anything. 

Since it is my job as the school district's ICT-coordinator I really appreciate some help here, if some of you guys have a solution.
