Cannot create note book or notes

I cannot use the onenote app as it does not create note books and i cannot get my head around why. I bought the Office 360 plus pro through my university and cannot see anywhere that onenote requires additional License or am i wrong? This just drives me nuts as i have no idea what i am doing wrong. I am using microsoft Surface pro 7.
