Anonymous Sharing Links

I tested this on two different tenants:

Sharing a OneNote with an "anonymous" link (a link for everyone) is not working anymore. When opening this link in an incognito browser, OneNote Online keeps spinning but the notebook is not opened.

Is this a known issue?
