Protected PDF cannot be opened in Chrome

We have been an issue with couple of users in the last 3 days where user cannot open a protected PDF in chrome despite installing Adobe plugin ,Acrobat reader DC . Does anything changed in the recent past which i should be aware of ? .

Users are on Win 10 and both the users got the newly built laptop very recently and they just cannot open protected PDF in chrome and they get the same message that plugin is mandatory when they try to open in browser
