Microsoft Cloud Financial Services Compliance Program (FSCP)

I'm trying to get the https://partnercenter.microsoft.com/pc/api/cms/rtdownload?id=sales/RWNe12 linked to our main Azure Subscription. However, I believe this is only available for people signed up for the Microsoft Cloud Financial Services Compliance
Program (FSCP). Nobody at Microsoft seems to know anything about this program. Here's a whitepaper on it:
