Email alerts for sharepoint action "DownloadedFile"

I need some assistance regarding a requirement in SharePoint Online.

We have a scenario where files in a SharePoint document library have **Sensitivity Labels** applied. The requirement is to **send a mail notification for approval or rejection when someone downloads a file that has a sensitivity label applied**.

I checked possible options such as **SharePoint alerts and Power Automate triggers**, but it appears that:

* Alerts are going to be retired soon.

* Power Automate does not have a trigger to detect when a file is downloaded.

I also tried searching for blogs or documentation related to this scenario but could not find a clear solution.

Could you please advise if there is any supported approach to achieve this? Any guidance, documentation, or recommended solution would be greatly appreciated, as I need to complete this task within the next 12 hours. Quick response will be apprivated.
