I would check the following:
1. Check that the policy you created also covers All OneDrive account or the specific user account that you are using. You said that SharePoint works, so I assume that you meant that your files in your OneDrive that you are trying to share does not show the policy tips.
2. Check the version of your Office apps. Version 2301 and up (the more recent versions) does not have this problem.
3. A policy would usually take from between 2 to 8 hours to fully be available. How long has it been since you deployed the policy?
