Automatic labels - SSN in email vs Word document

I am testing Azure Information Protection. I have a policy that applies a label automatically, if it finds a SSN. In emails, the label gets applied when only the number is added. In word I have to put in the word SSN and the number before the automatic label is applied. Why is there a difference in behaviour here?
