Auto-Labeling for Office Apps not applying on Emails and Document with Manual Label

The auto labeling does not work :
1.If the document has been previously manually labelled. This is true even if you try to reclassify the document that was previously automatically labeled.
2. If the document classification was higher than the one that is to be recommended or updated.
