1. User have EMS or AIP licence for accessing the protect file or mail.
2. Yes you can share protected email to outside the organization .
Steps are-
1. Download AIP apps
2. Install it.
3. Use default templates and enter the email id and send it to user.

I have EMS E3. Have l license AIP Plan 1 and Azure Rights Management, what is the difference?

In EMS E3/AIP P1 have not Intelligent classification feature.
Azure Information Protection is provides classification ,labeling and protection of file and email.
but Azure Right management works only on protection technology that is part of AIP right now.
