All External Recipients Group
I am looking to allow anyone from our domain to send to 'any external recipient', and allow them to open an encrypted email and print an attachment without having to specify recipients or external domains. It seems like AIP does not allow for this configuration and does not accept wildcard for domains. Am I missing something or is this as designed?

Currently, by design. But less restrictive permissions to any recipient is something that is being worked on. You can track its progress and vote on it by using the User Voice site: https://msip.uservoice.com/forums/600097-azure-information-protection/suggestions/31823278-encrypt-only-email-option
