Hello,
If by LDC you mean the Learning Download Centre for MCTs, then you need to be a confirmed MCT.
Your username is not suffixed with the MCT badge, therefore something is not "verified".
Once you are confirmed as an MCT, you may go to the https://aka.ms/MCTLounge (access restricted to MCTs) and the link to the LDC is available from there.
