I have had a similar issue before. I had devices where the update wasn't offered, and after I changed the feature update to deploy from 23H2 to 22H2, the update got offered.
After I changed it back, the 23H2 update was offered as well.
It could be the same as what you are experiencing, could be worth trying on a pilot group. 🙂
